A series of public notices set the modalities; the latest, of 30 September 2026, lets TRQ holders surrender unutilised quantity up to 15 October 2026 on payment of 0.5% of CIF value.

Qualified Jeweller route widenedReliefIFSCA has relaxed the eligibility for being notified as a Qualified Jeweller for importing gold or silver through IIBX. Holders of a valid DGFT Advance Authorisation, a valid GJEPC Registration-cum-Membership Certificate, or a DGFT authorisation for specific ITC (HS) codes can now apply through IIBX. They must trade through a Bullion Trading Member and import only the authorised items.

Trade Notice No. 28/2026-27 of 16 September 2026 relaxes this to 2 days from inspection and gives agencies a one-time seven-day window to clear backlog certificates.

For imports, the draft proposes origin by change in tariff heading or 35% value addition, declared by the importer through a self-declaration. Comments are invited within 15 days.
