Skill India Mission — Step-by-Step Guide

Prepared by TaxClue's expert team. Updated for 2026.

What Is Skill India?

Launched on 15 July 2015 (World Youth Skills Day), Skill India is the Government's mission to train over 40 crore Indians in industry-relevant skills by 2028. It operates under the Ministry of Skill Development & Entrepreneurship (MSDE) and aims to bridge the gap between India's young workforce (65% under 35 years) and industry demand. The mission encompasses PMKVY, NSDC, ITIs, apprenticeship reforms, Sector Skill Councils, and the Skill India Digital Hub — creating a unified skilling ecosystem.

PMKVY — Pradhan Mantri Kaushal Vikas Yojana

PMKVY is the flagship free skill training programme. PMKVY 4.0 (launched 2023, continuing through 2026) focuses on industry 4.0 skills — AI, IoT, drones, 3D printing, robotics, EV technology, and green jobs alongside traditional trades. Training is 100% free for candidates. Courses range from 150–600 hours. Upon completion, candidates receive NSQF-aligned (National Skills Qualifications Framework) certification and placement assistance. Over 1.5 crore candidates have been trained under PMKVY 1.0–4.0 combined. Training centres are spread across all districts of India.

NSDC — National Skill Development Corporation

NSDC is a public-private partnership (51% private, 49% government) that funds, enables, and oversees the skilling ecosystem. It has partnered with 600+ training providers running 12,000+ training centres across India. NSDC provides funding to training organisations, develops sector-specific curricula via Sector Skill Councils, manages PMKVY implementation, and operates the Skill India Digital Hub. NSDC International facilitates international mobility of skilled Indian workers through government-to-government partnerships with Japan, UAE, UK, Germany, and Australia.

Industrial Training Institutes (ITIs)

India has 15,000+ ITIs (government and private) training 33+ lakh students annually in 150+ trades. ITI courses range from 1–2 years and award the National Trade Certificate (NTC) recognised across government and private sectors. Key trades include electrician, fitter, welder, mechanic, computer hardware, and COPA (Computer Operator & Programming Assistant). Recent reforms include NSQF alignment, dual-system training (German model) with industry partnerships, grading of ITIs, and introduction of new-age trades like solar technician and EV mechanic.

Recognition of Prior Learning (RPL)

RPL certifies the existing skills of workers who learned through informal or non-formal channels — on-the-job experience, family trades, or self-learning. Workers undergo assessment (12–80 hours) by Sector Skill Councils against NSQF standards and receive government-recognised certification. This is particularly valuable for India's 47+ crore informal workforce. RPL-certified workers gain better employability, wage negotiation power, and access to formal employment. Employers benefit from verified skill credentials for their existing workforce.

Sector Skill Councils (SSCs)

37 Sector Skill Councils operate as industry-led bodies that define skilling standards for their respective sectors. Key SSCs include IT–ITeS SSC, Healthcare SSC, Automotive SSC, Construction SSC, Electronics SSC, Tourism & Hospitality SSC, BFSI SSC, and Agriculture SSC. Each SSC develops National Occupational Standards (NOS), creates Qualification Packs (QPs), certifies training providers, conducts assessments, and ensures industry relevance. Employers can work with their sector's SSC to design customised training programmes aligned with their workforce needs.

Skill India Digital Hub (SID)

SID (skillindia.gov.in) is the unified digital platform for the entire skilling ecosystem. It provides — (a) a course discovery engine with 700+ skill courses mapped to NSQF levels; (b) candidate registration and tracking; (c) digital certificates and skill passports; (d) job matching with 12 lakh+ job opportunities; (e) trainer and assessor management; (f) analytics dashboards for policy makers. Candidates can create a Skill India Digital profile, discover courses, enrol online, and track their certification and placement journey — all in one place.

Apprenticeship Programmes

The National Apprenticeship Promotion Scheme (NAPS) provides stipend support to employers engaging apprentices — the Government reimburses 25% of the prescribed stipend (up to &rupee;1,500/month per apprentice). Establishments with 30+ workforce must engage apprentices equal to 2.5–15% of their strength. Apprenticeships run 6–36 months. Degree apprenticeships combine work and study. The portal apprenticeshipindia.gov.in manages the entire process. Employers get trained talent with zero recruitment cost, and apprentices earn while they learn with government-recognised certification.

Benefits for Employers

Employers benefit from Skill India through — (a) access to NSQF-certified, industry-ready workforce; (b) NAPS stipend reimbursement for apprentices; (c) CSR expenditure eligibility for skill development contributions; (d) tax deduction under Section 35CCD for expenditure on skill development projects notified by the Government; (e) customised training through SSCs aligned to specific industry needs; (f) RPL to upskill and certify existing workforce without releasing them for long training periods; (g) reduced attrition through formal certification pathways for employees.

How to Enrol & Eligibility

For candidates: Visit skillindia.gov.in or pmkvyofficial.org. Register with Aadhaar, select a course and training centre near you. Eligibility varies by course — most PMKVY short-term courses require candidates to be 15–45 years old with basic literacy. ITI admission requires 8th/10th/12th pass depending on the trade. No fees for PMKVY. For employers: Register on apprenticeshipindia.gov.in to engage apprentices, or contact your SSC to set up customised training. TaxClue can help employers with apprentice registration, compliance, and tax deduction claims.

Frequently Asked Questions
Is PMKVY training really free?
Yes. PMKVY short-term training is 100% free for candidates. The Government bears the entire cost of training, assessment, and certification through grants to training providers. Candidates do not pay any fees. Some training centres may also provide free uniforms, study material, and conveyance support. However, beware of fraudulent centres charging fees in the name of PMKVY — always verify the centre on pmkvyofficial.org.
What is the age limit for Skill India programmes?
For PMKVY short-term training, the typical age range is 15–45 years. For ITIs, the minimum age is 14 years (for courses after 8th class). For apprenticeships under NAPS, minimum age is 14 years for designated trades. RPL has no upper age limit — any working individual with existing skills can get certified. Specific courses may have different age criteria as defined by the respective Sector Skill Council.
Are Skill India certificates valid for government jobs?
NSQF-aligned certificates issued under Skill India (including PMKVY and ITI National Trade Certificates) are recognised by the Government of India. ITI NTC holders are eligible for government technical posts. PMKVY certificates are increasingly accepted as skill proof for recruitment in both government and private sectors. However, they are not equivalent to academic degrees — they certify vocational skills at specific NSQF levels (1–10).
How does RPL certification work?
RPL involves three steps — (1) Orientation: A 12-hour bridge module familiarises the candidate with the assessment process; (2) Assessment: Practical and theory-based evaluation conducted by SSC-certified assessors against National Occupational Standards; (3) Certification: Successful candidates receive NSQF-aligned certificates. The process takes 12–80 hours depending on the job role. RPL camps are organised at workplaces, industry clusters, or training centres. Employers can request RPL drives for their workforce through the nearest SSC.
What is NAPS and how can employers benefit?
NAPS (National Apprenticeship Promotion Scheme) reimburses employers 25% of the prescribed stipend, up to &rupee;1,500 per month per apprentice. Employers register on apprenticeshipindia.gov.in, post apprenticeship positions, select candidates, and file claims for reimbursement. Benefits include getting trained manpower at subsidised cost, no obligation to provide permanent employment post-apprenticeship, and compliance with the Apprentices Act. The apprenticeship period also counts towards experience for the apprentice.
Can I get a job after PMKVY training?
PMKVY includes placement assistance as a mandatory component. Training providers are required to facilitate job placement for at least 50% of trained candidates. The Skill India Digital Hub also provides job matching. However, placement is not guaranteed — it depends on industry demand, your skill level, location, and the specific trade. Sectors like IT, healthcare, retail, automotive, construction, and hospitality have the highest placement rates after skilling.
What new-age courses are available under PMKVY 4.0?
PMKVY 4.0 has introduced courses in Industry 4.0 technologies — Artificial Intelligence & Machine Learning, Internet of Things (IoT), Drone Technology (pilot and maintenance), 3D Printing, Robotics, Electric Vehicle (EV) Technology, Solar Panel Installation, Green Hydrogen, Cybersecurity, Cloud Computing, and Advanced CNC Programming. These are in addition to traditional courses in beauty, healthcare, retail, construction, automotive, and other sectors.
How can my company set up a skill development centre?
Companies can partner with NSDC to set up a PMKVY Training Centre (TC) or a standalone skill development centre. Requirements include adequate infrastructure (classrooms, labs, equipment), NSDC-empanelled trainers, and affiliation with the relevant Sector Skill Council. Apply through the SMART portal (smart.nsdcindia.org). Corporate CSR funds can be used for this purpose. Alternatively, companies can sponsor existing training centres or contribute to the PM-DAKSH or skill development funds for CSR compliance.
