Basic vs State vs Central — by turnover
Your annual turnover decides which of the three FSSAI licence categories you must apply for. Importers and multi-state operators always need a Central licence regardless of turnover.
| Turnover | Up to ₹1.5 Cr/yr |
| Govt fee | ₹100 / year |
| Form | Form A |
| Best for | Petty / home food |
| Turnover | ₹1.5 Cr – ₹50 Cr |
| Govt fee | ₹2,000 / year* |
| Form | Form B |
| Best for | Most SMEs |
| Turnover | Above ₹50 Cr |
| Govt fee | ₹7,500 / year |
| Form | Form B |
| Best for | Large / importer |
Government fee per year
The FSSAI government fee is a fixed annual amount that depends only on your licence category — not on your revenue within a band. You pay it upfront for the number of years you apply for.
Documents & key terms explained
Form A vs Form B
Form A is the simple registration for petty food businesses (Basic). Form B is the licence application used for both State and Central licences and needs more supporting documents.
FoSCoS & FSCR
All applications are filed on FoSCoS (foscos.fssai.gov.in). From FY 2026-27, licences are perpetual but you must file an annual Food Safety Compliance Report and pay the annual fee.
Common documents
Photo ID of the proprietor/partners, proof of premises (rent deed or ownership), a list of food products, and — for manufacturers — an FSMS plan and unit layout. Importers must have an IEC code.
Why importers get Central
Import and export of food, e-commerce aggregation and operating in more than one state all trigger a Central licence regardless of turnover — it is issued by FSSAI HQ, New Delhi.
