GeM seller roles — OEM, Reseller, Seller, Service Provider
On the Government e-Marketplace (GeM), a single business registers once but sells under one of four roles. Your role decides how you list products, whether you can authorize others, and which government buyers you can reach.
You manufacture the product under your own brand or trademark. On GeM you get access to the OEM panel: create the original product listing, set the model catalog, and authorize resellers to sell your brand.
Needs proof of manufacturing (Udyam / factory licence) and brand ownership.
You don't manufacture, but you hold a valid OEM authorization letting you sell a manufacturer's brand. You list against the OEM's catalog and quote in bids for that brand.
Your authorization is verified against the OEM's panel entry.
A trader selling generic or unbranded goods, or products where the OEM tie-up isn't required. You participate in bids and direct purchases with valid GST, PAN and bank details.
Cannot list OEM-restricted branded catalogs without authorization.
You offer services — manpower, transport, consultancy, AMC, etc. You register under service categories and respond to service bids rather than product catalogs.
OEM/authorization concepts don't apply; experience & turnover criteria may.
How GeM onboarding works
From account creation to your first catalog listing, GeM follows a fixed sequence. OEMs unlock an extra panel; resellers plug into it.
GeM registration
Create a seller account with PAN, Aadhaar-verified authorised person, business constitution, GST and a business bank account. Complete profile & e-KYC.
OEM panel / role
Manufacturers apply for the OEM dashboard with brand and manufacturing proof. Resellers upload their OEM authorization; sellers/service providers pick their categories.
Catalog & bids
List products/services in the right category, complete vendor assessment where required, then receive orders via direct purchase, bids and reverse auctions.
Key terms explained
OEM (Original Equipment Manufacturer)
A business that actually manufactures the product under its own brand. On GeM the OEM owns the master catalog for that model and can grant reseller authorizations to others.
Reseller authorization
A letter/entry from an OEM permitting a seller to market and sell the OEM's brand on GeM. Without it, a trader cannot list that brand's OEM-restricted catalog.
MSE / MSME exemption
Micro & Small Enterprises (Udyam registered) get relief from prior turnover and past-experience conditions in many tenders, plus purchase preference and reduced/EMD waiver.
Startup benefit
DPIIT-recognised startups are similarly exempted from prior turnover & experience criteria, letting new firms bid on GeM tenders they'd otherwise be locked out of.
Questions people ask
Short answers on GeM Seller / OEM Eligibility. Tap a question to open it.
01What is the difference between an OEM, a reseller and a service provider on GeM?
An OEM manufactures the product and can create the catalogue listing and authorise others to sell it. A reseller sells a product made by someone else and needs the OEM's authorisation on the platform. A service provider offers services under the relevant service category rather than a product catalogue.
02Can I sell on GeM without OEM authorisation?
Not for a branded product listed by its OEM. The reseller has to be authorised by that OEM on the portal. For unbranded or generic categories, a seller can list directly under the applicable specification.
03What documents establish OEM status?
A manufacturing licence or Udyam registration showing manufacturing activity, a factory address, and where relevant a BIS licence or test report for the product. GeM verifies these before granting the OEM role.
04Do MSEs and startups get preference on GeM?
Yes. Under the public procurement policy, a share of government purchases is reserved for micro and small enterprises, with further sub-targets for SC/ST and women-owned MSEs. DPIIT-recognised startups can also get exemptions from prior turnover and experience conditions.
05Can a trader with only GST registration sell on GeM?
Yes, as a reseller with the necessary authorisation, or in categories that do not require OEM linkage. Manufacturing claims without supporting documents will fail GeM verification.
