2020 MSME classification thresholds
Since 1 July 2020 a single composite definition applies to manufacturing and service enterprises alike. An enterprise must satisfy both the investment limit and the turnover limit — cross either one and it moves up to the next category.
| Category | Investment in plant & machinery ≤ | Annual turnover ≤ |
|---|---|---|
| Micro | ₹1 Crore | ₹5 Crore |
| Small | ₹10 Crore | ₹50 Crore |
| Medium | ₹50 Crore | ₹250 Crore |
Micro, Small & Medium — the limits explained
The category is decided on the higher of the two parameters. A business with tiny investment but large turnover is still classified by whichever pushes it up.
| Investment | ≤ ₹1 Cr |
| Turnover | ≤ ₹5 Cr |
The vast majority of Indian MSMEs. Best-suited to collateral-free CGTMSE lending, the composition scheme and the 45-day delayed-payment protection.
| Investment | ≤ ₹10 Cr |
| Turnover | ≤ ₹50 Cr |
Growing units that still enjoy the full MSME benefit set — priority-sector credit, government-tender reservation and CLCSS technology-upgradation subsidy.
| Investment | ≤ ₹50 Cr |
| Turnover | ≤ ₹250 Cr |
The upper MSME band after the 2020 revision. Retains delayed-payment protection and many procurement benefits while accessing larger credit lines.

What are the current MSME classification criteria in India?
As per the revised criteria effective 1 July 2020: Micro enterprises have investment up to Rs 1 crore and turnover up to Rs 5 crore; Small enterprises have investment up to Rs 10 crore and turnover up to Rs 50 crore; Medium enterprises have investment up to Rs 50 crore and turnover up to Rs 250 crore.
What is Udyam Registration and is it mandatory?
Udyam Registration is the official MSME registration on the Udyam portal (udyamregistration.gov.in). It is free of charge, based on self-declaration, and linked to PAN and Aadhaar. While not legally mandatory for all businesses, it is required to avail MSME-specific benefits including priority sector lending, subsidies, and government tender preferences.
What are the key benefits of MSME registration in India?
Benefits include priority sector lending at lower interest rates, collateral-free loans under CGTMSE scheme, preference in government procurement (GeM portal), 50% subsidy on patent registration fees, protection against delayed payments from buyers under the MSMED Act, and eligibility for various state and central government subsidies.
What is the payment protection available to MSMEs under the MSMED Act?
Under the MSMED Act, 2006, buyers must pay MSMEs within 45 days of acceptance of goods/services (or 15 days if no written agreement). Delayed payment attracts compound interest at 3 times the RBI bank rate. MSMEs can file a claim with the MSME Facilitation Council for recovery.
Can a service business register as an MSME?
Yes. Both manufacturing and service enterprises are eligible for Udyam Registration under the MSME classification. Service businesses are classified on the same investment and turnover criteria as manufacturing businesses since the 2020 revision eliminated the earlier distinction between manufacturing and service MSMEs.
